At the end of the day if anybody is going to try and make a (serious) commercial game based on a licensed IP, the only way they’re going to succeed is by accepting that their budget is going to be significantly smaller than a AAA game, and spending it on key components/assets that make the product look and feel amazing.
Even less enjoyable if the budget is relatively small. People are going to look at the budget and think “What could they afford? Why did they build this? That must be a bit shit, no company is going to work with this budget.”
When the budget is small, then you’ve got to produce a better result than you can get on a large budget. And it’s hard to argue for, for example, a big budget with a highly detailed environment over a very low budget with a mediocre environment, because they look like they’re from the same company.
Having a dedicated, professional team means they’ve got the ability to produce assets that are suited to their budget. And, to be fair, to some extent, if a team is good enough to make a classic game that has certain hallmarks of AAA quality, I’m not sure how much else they could have done with the budget.
So if you’re budget is small, you’ve either got to produce an AAA game with all the assets you could for a larger budget, or a game with a fraction of that budget that’s really good.
The first part of this is better, but the second part is where it gets interesting. If the budget is small, the only options are limiting what you can spend on, or doing a limited-run thing. And the quality you can maintain with a budget is going to be a lot worse than a larger budget would allow.
Even the current iteration of the game, which has a budget that’s, admittedly, pretty huge, has hardly any game-changing assets (even compared to the limited assets of the old RPG in the same budget). The budget is mostly going to the core game loops, sidequests/random events, and bosses.
