The biometric information includes a physical characteristic, an identification code, and the like, and is usable for personal authentication without providing such information. As this type of personal authentication technique, there has been proposed a technique of acquiring an image of facial features of a user, measuring a blood flow in a part of the user’s face corresponding to a part where the user’s face is imaged, and authenticating the user by comparing the blood flow with a blood flow of a person other than the user.
As an image of a face of a person other than the user to be compared, there has been proposed a remote face authentication system as disclosed in Japanese Patent Application Laid-open No. 2000-175973. In this image processing apparatus, a face of the person other than the user who has been imaged is selected from image data collected by imaging a plurality of persons other than the user, and image data representing an image of the face of the person other than the user are transmitted to a terminal apparatus of the user.
With the technique of utilizing a personal authentication technique by comparison of facial images as described above, a device such as a portable telephone that is easy to carry is used for capturing an image of a face of a person other than the user, and hence, the amount of image information that is transmitted is small. However, because the transmission rate is extremely low, an image matching process needs to be performed at a high speed.
Thus, in order to realize a high speed matching process, it is necessary to reduce the amount of image information of the face of the person other than the user. For this purpose, in the above-described Japanese Patent Application Laid-open No. 2000-175973, a histogram is generated in the image data of a face, and the value of the generated histogram is used as data representing the color of the face.
According to the technique of generating a histogram in the image data of a face, generally, there are provided a reduction ratio of pixel numbers, a resolution of pixel numbers, a number of regions of a face, and the like as parameters for the histogram

Senate Republicans offered tough new funding cuts to domestic agencies Friday that would amount to around a 19 percent across-the-board cut in funding, largely on top of the harsh cuts offered by Democrats and the White House to the departments of Labor, Health and Human Services and Education.
The new Republican plan comes with the potential to spark a government shutdown on Jan. 15 if House Republicans do not follow through on Speaker John Boehner’s vow to get tough with the Democratic-controlled Senate.
It would also likely be a controversial topic of discussion when Congress returns from its holiday break. Democrats immediately attacked the proposal, saying it would hurt job creation, the economy and vulnerable children.
On the other hand, Republicans are adamant that the cuts they are offering would not hurt the economy as much as those sought by Democrats.
“We’ve been very clear that the spending reductions we offer would not devastate the economy,” Senate Republican Leader Mitch McConnell said. “They would be a step in the right direction. They would improve the economic growth prospects.”
The budget blueprint, which must be scored by the Office of Management and Budget, says the agency cuts would come in the areas of low-performing programs and full-time equivalents. It lists the agencies and programs affected, as well as total cuts in round figures. Here’s a sample of some of the cuts that would come by the Jan. 15 deadline:

CSRF and cookie tokens – bmcn2020
I recently worked on a python-django app in which we have login forms and used cookie tokens to protect some of the forms from being missused. At a later time, I decided to add functionality for the user to update user details by updating the cookie. I forgot to add a CSRF token to the form and was found out when someone started updating the owner of the account. Checking the source code I found that there was a piece of code at the top of the script which prevented any change to the account’s owner. I was a bit surprised to find such an important piece of logic at the top of the code, and I would have had to spend some time looking at similar logic to find it. I don’t think it’s totally possible for someone to be able to guess the title, description, tags and users who might be interested in the service in this way, but if someone does try, I think a better solution would be to add an independent session token to the update request, something that does not rely on a cookie, and then try and prevent someone exploiting a session ID that does not exist on the server and probably isn’t going to be unique anyway.
Is it enough to have a separate random token? Should it be connected to the session id and available when the user logs in, and then be appended to the update request,
