I want to find the first unique’start’ value based on that given ID. This first value should also be the greatest value that’s less than or equal to the given’start’ value.
So for my example, if the start value is 11/01/18 (from the ID = 1, as that’s the only’start’ value), the answer should be 11/01/18 since it’s the first occurrence (not 11/01/19) and it’s the greatest value less or equal to 11/01/18 (e.g., 11/01/18

The Settings4j Configuration Library is a Java library that allows you to write
applications that can store and load configuration settings. It allows you to save
information in a location of your choosing (a database, a text file, etc.), or even
in a database that is shared across a cluster of computers.
To use the library, you write configuration code that extends the Settings4j Configuration
implementation. Then the Settings4j Configuration Framework is used to load and save your
settings.

Installation:
Download the latest binary package.
Unpack the downloaded archive using the command line program, tar.
Move the settings4j.jar file to the lib directory, along with the other Java
binaries.
Registering the settings4j Configuration Framework:
Register the new Configuration Framework implementation and information.
The default Framework implementation (org.settings4j.framework.impl.DefaultSettingsConfiguration) is registered automatically by settings4j.
You do not need to register any Framework implementation on your own, as it is
automatically registered the same way as the default implementation.
In order to register a Framework implementation with settings4j, you should do the
following:
Create a subclass of the Framework that extends the settings4j.framework.SettingsConfiguration
implementation (org.settings4j.framework.impl.DefaultSettingsConfiguration).
Implement all settings4j methods, such as get(String), getValue(String), setValue(String,
String), etc. For each setting, override the appropriate methods in the Framework
implementation, such as getValue(String), setValue(String, String), etc.
Implement a constructor in the Framework implementation class, which will store the
system properties or environment variables. In general, these should be the properties
that are used to locate the Configuration Framework implementation, which is normally
defined by the Configuration Framework that provides the class.
Use the settings4j Framework Information in your code, as shown in the
examples in the Utilities directory.
Running the tutorial application:
Run the settings4j tutorial program, which will execute this example program
(tutorial.java), and should generate a report.
