There are two ways to implement a window that stays on top of other
windows.

1. Define a separate style. This will apply to all windows of that
class. The windows stay on top of other windows of that style. If a window
of that style is moved, then other windows will fall to the new position.

Thank you for your message, I have not come across an app that can accomplish this, but there are two programs that claim to do it, but they don’t perform this way, at least not to my knowledge.

System Configuration Editor (/cfgmgr) allows you to change some system properties that can be seen in the System Properties dialog on your desktop. When you click the button that says Turn off display scaling, the dialog changes to display the system properties.

Task Manager Only turns off the display scaling and it is not an app. It is part of Windows operating system.

Yes, it seems there’s something strange about the display scaling.

As for the apps, I never used them. I’m no expert on apps that run on Windows, but I can tell you which apps work for me, how they work, and why they work.

How do you know you don’t have it set to ‘the way it was’?

Two things:

1) I have display scaling enabled or disabled or used to have it turned off, and it does seem as if it can be enabled or disabled, but even when it is turned off, it will turn itself back on.

2) I am seeing a black background, like on an old CRT. There is no way to tell what kind of monitor I have, or even if this is a display scaling setting (it seems as if I am seeing the default Windows display
