I have figured this out myself. The wblogic\lib\weibub6.jar is the java implementation of the Weblogic internal API, which is included in the wblogic’s own jakarta-tomcat\lib\jakarta-tomcat-standard.jar file.
The reason that the class weibub6.jar cannot be found is that weblogic jar’s have a special directory structure like wls\wtp\wjdbc\weblogic6\lib and that weibub6.jar resides there, but not in wls\wtp\wjdbc\weblogic7\lib, therefore wls\wtp\wjdbc\weblogic7\lib does not have this jar file.
