Now, a simple theory:
There are two possible reasons that the other ISO is more up-to-date than the other ISO.

Firstly, the other ISO was built today. It contains the Microsoft driver for USB 3.0.

Secondly, the other ISO is not the latest. Just a few seconds ago, in fact, the other ISO was built.

Conclusion: The former OS version is correct. It is ‘cloned’ from the later ISO. However, a driver for USB 3.0 is included.

However, the Windows 7 AIO ISO is not included in the relevant space.

And it doesn’t matter.
In reality, the Windows 7 AIO ISO isn’t on the server. As you have mentioned, the system has no space to include the Windows 7 AIO ISO. If you were to have a few GB of space, the system would include the Windows 7 AIO ISO.
